Increase RTC Comment Length and Configuration

Currently RTC Comments are limited to 69 characters and only appear within a single box that you need to scroll horizontally to read. Please allow comments to be much larger and have multi-line format so we can add useful comments and explanations...

RTC Naming

Allow longer names for RTC definitions (Rules, Logic, Variables, etc.). Current limitation of 10 characters for a name is debilitating for more complex logic trees (especially in Global) and does not permit easily named element descriptors.

Pipe names missing in export from Civil3D

When exporting pipes from Civil3D to Infodrainage, the pipe names keep reverting to the autogenerated names given when pipe is created in Civil3D even though they were renamed in Civil3D.
