Allow ICM to use Arc GIS Pro in the GeoPlan

Important as Arc Map as used in InfoSWMM is no longer going to be supported by ESRI. InfoSWMM to ICM users are asking about Arc GIS Pro support as they are also often users of InfoWater Pro.

Insert polygon

Allowing this option to insert a polygon shape will be beneficial. avoid wasting time to draw a perfect boundary free hand. Basic shapes like circle, rectangle / square can be added.
