Surfaces should import to layer set in Drawing Settings in Civil 3D

Currently surfaces imported from InfoDrainage to Civil 3D default to layer 0. It is best practice not to draw anything on layer 0. Surfaces should default to the layer for Tin Surfaces set in the drawing settings (C-TOPO by default)

We need Baseflow Profiles, similar to WWG and TWP, to represent summer and winter baseflow conditions. The industry is regularly using trade flows for this instead.

Permeable paving needs to have a option for a different gradient at the surface to the gradient at the base.
