Allow more elements to be included in Surge Group Graphs

Surge Group Graphs are limited to 40 elements (memory error if more), while Standard runs allow several hundred or more. Modern hardware should allow for a lot more than 40 elements in a graph.

Permeable paving needs to have a option for a different gradient at the surface to the gradient at the base.
