I think the issue with the "blue hand" tool, is that it doesn't do anything beyond the regular "select object" visual. The GeoPlan can often be extremely 'busy', with lots of different object types themed up with different colours and symbols, normally some background mapping and other layers, and maybe even a DTM. So often the 'selection' colour can't be overly distinct from other colours, as there are only so many colours available (often I wish humans had eyes that could see a wider range of colours, off into infra-red or ultra-violet!). With all this, it can be tricky to spot objects, especially small objects in a large model. And sometimes you already have the object selected, and you can't easily see it, and in this case, the "blue hand" tool actually does nothing - it won't reselect an already selected object, or flash it in any way. The "flash object" tool in other GIS software suites normally goes above any beyond the regular 'select object' visual, normally rapidly flashing the colours of the object, or better yet, have some cross-hairs or the like radiate out from the object, so there is no chance you won't see the object you are looking for.
So I do still think this idea is valid, and is not something that already exists in the software - or at least the "blue hand" tool currently doesn't do a good enough job of what it is intended to do.

I agree with the comment that this already exists when you click on the Find in Geoplan button, it will flash the object for one time and you can click again and it will flash again.

Isn't this already present in infoworks ICM by clicking on the blue hand in the property field?
