In general, radar files are based on UTC, and they are loaded into appropriate local time by choosing the original time zone in the radar configuration dialog. It allows ICM to load radar files with local time correctly. However, once they are exported into SHP files, then the time stamp of the SHP files are set back to the original UTC time. Usually, exported files are used in other systems, so we can choose which time zone should be used for the export, it should be really useful.
