allow pipe networks to be exported as a 3d model to dxf or dwg

When exporting a model from infodrainage to Civil3d, the pipes do not have a height or grade. They are exported as a 2d element.

There is also an issue when exporting to civilk3d that the elements are exported in feet and inches and are not able to be changed to meters in civil 3d. They are locked to imperial units
