IWLive - alernative warning themes for polygons

Currently IWLive polygons can theme based on the most severe warning. We want an option to theme instead based on which polygon contains the most warnings, and potentially other options like the earliest warning.

Time series results for thematic maps

In the current state you need to add simulation results to a model and then preform a SQL to add a TSR result to a userfield. It would be easier to just add TSR results to the thematic SQL options.

Ability to update and/or overwrite a spatial layer
