Import data into 1D initial conditions object via the Exchange

I want to be able to add data to a 1D initial conditions object using the Exchange. This could be either from a CSV file using import_data or import_new_model_object, or through some other method.

I can import data into a 1D initial conditions from a CSV file using the UI, so should be able to via the Exchange too.
