Allow export of user flags via ruby

As a WaSC we hold our models in a central model library and need to ensure our default flags are utilised, and the descriptors are not amended. we have automated the comparison as far as possible but the flags within any new Db have to be manually exported for manual

    Thanks for the suggestion and thanks to those who voted.

    The flag data is fully accessible per field through this _flag suffix convention so you can export user flags with Ruby. I will mark this as Already Exists and if I misinterpreted what you're trying to do, please get back to us and I will reopen the case.
