Under the rule-based control add a way to toggle pumps on/off when tanks cycle. For example, define the counter variable as N=0 initially, then when a tank completes one drain cycle N=1, 2nd drain cycle N=2, and your pump control would look to the counter to say when N=2 the pump should kick on.

I haven't heard of that case before so we'll see how the community votes for this. We currently maintain compatibility with EPANET for Simple Controls so this would be a deviation.
