Displaying GIS layers above network objects

In ICM, files added through the GIS layer control dialog are displayed below the objects. Could you add a feature to display them above the objects? For example, when representing roads with shp files, displaying these backgrounds above the object...

possibility to connect labels to links at the beginning or end instead of only in the middle of the link

This way you can show that link invert levels on a manhole differ in value or deviate from the chamberfloor
