Date and User for CCTV Status Change Merged

Whenever I change a CCTV status to 'Approve', 'Reject', etc., it should also be tagged with who changed the status and when. It'd be great to have a timeline of a CCTV status change similar to risk history for pipes. Requested by LASAN as they prepare to recommend future CCTV solution to their board. This request is similar to the data flags suggestion/request for all fields in Info360 Asset.
