@Guest Thank you for your feedback and this is an excellent point. The SaaS team are in the process of researching the ArcGIS Enterprise integration and the desktop products are in flight on this.
There is a cost for storing any data in ArcGIS Online (AGO), and it’s not cheap. ESRI equates cost as “credits” and we're allotted a certain amount of credits each year. Data stored in AGO consumes credits monthly, maintaining a long-term data set accumulates cost.
Given this, we would prefer to use our internal Portal (on-premise ArcGIS Enterprise).

Thanks for this. My understanding of ArcGIS Enterprise is the data is stored on Infrastructure managed by the user and is NOT SAAS. This provides flexibility in data management. This means infrastructure can be in cloud or on premise. It is the ArcGIS users' decision. Esri offers an ArcGIS Enterprise managed service too, but my understanding is the user wants to manage their data using their own "private cloud" or on premise.
Almost every public agency serving population of over 150,000 who uses Esri has their own ArcGIS Enterprise and do not use AGOL
