Include General Points as a Data Object in SWMM Networks

Many people use meter data to provide DWF loads. Having these as a model object would make it easier to develop spatial SQL queries that assign the meter value to the nearest node or pipe.

    I think there is a workaround that would do this - add the point in an InfoWorks network and then use the data via Ruby for an ICM SWMM network.
