Custom graph tabs are located at the top and vast majority of the grid windows are at the bottom. It would be great to have a consistency.

Navigation bars are used for Pages. For example, you have a website and it has many pages such as Home, About us, Services, Contact us. That is called a navigation bar.
Tabs used when we have a lot of pieces of information needed to show in the same place. For example on the service page, you have many services. In that case, you can use tabs. So when the user clicks on each tab, the information will show and replace.
The key difference is, On the navigation bar when the user clicks, the page will redirect or go to that page and displays the information. But when the use clicks on the tabs, the information will display in the same place but no redirection required.
