Updating the water quality UPM tool to be compliant with the 3rd edition of the UPM manual for Level 1 water quality analysis. This includes:
Removing the dependency of exceedances in a river on spill duration. This would provide a more robust approach for comparing the impact of a CSO on a river by considering exceedances that occur naturally in the river outside spill events, in line with SOAF and UPM guidance.
Updating the FIS calculations to consider seasonal clustering and a 6-hour recovery period between exceedance events.
Having thorough guidance available for users of the UPM tool to ensure it is used appropriately.
