The BEST tool is more oriented towards catchment modelling as it does look into the number of properties protected from flooding and this can be done by running a baseline model, intersecting the flood map with the building polygons, count the baseline flooded properties. Then, propose a flood mitigation measure, run simulations and check the reduction in the number of flooded properties.
The BEST tool needs that number of protected properties as an input to provide you with the monetary benefit.
Having said the above, I can still see a benefit of including these calculations in InfoDrainage so I will take this to the development team for future consideration.
