Add a "comments" or "notes" option to the 'Reject' status for Field Inspector users to know why Inspection was rejected

There is no way for the inspector to know what is supposed to be fixed.

      This is currently possible via the notes field on the inspection details page. We also have the idea be able to @ mention other users, which would trigger an email to that users. There are additional flows we could build in where you are automatically notified if an inspection is rejected that you submitted.
