When making decisions in the field about what rehab action an asset needs, the cost is an important factor that cities will consider. A query of this type would answer the question (true or false) "Is the cost of repair larger than the cost of rehab?" to expand this it could also ask "Is the cost of repair larger than 80% of the total replacement cost"? This query would then be connected to a rehab action of "Repair" or "Replace" the pipe.
Adding cost to the decision process as to which of the R's to choose is obviously a key aspect. This gets my support. More requirements will need to be gathered.
