Display background networks in 3D view of IAM and ICM

While considering design work, we want to see in 3D how new pipe layouts might conflict with the alternate systems (water supply, sewer, storm, etc.). On the map we can overlay colleciton networks, distribution networks, etc., but they don't show up in 3D. This would help us assess spatial conflicts. (This request came from our Water Talk)
