When importing BEFDSS CCTV surveys allow for update by ID.

When importing CCTV surveys following the BEFDSS (Belgian) standard, it's only possible to update existing surveys by matching on AAD + AAF + ABJ fields. It would make our lives a lot easier when it would be possible to update existing surveys by matching ID, which is already the case when importing CCTV surveys in the PACP/LACP and MSCC standards.
